Centreville Bank Partners with General Treasurer Diossa to Launch RI AnchorHome Loan Program

Announcement highlights new affordable homeownership program for Rhode Islanders

West Warwick, RI (December 5,2025)— Centreville Bank is proud to announce its partnership with Rhode Island General Treasurer James A. Diossa in launching RI AnchorHome, a new pilot affordable homeownership program designed to expand access to sustainable mortgage options for first-time homebuyers across Rhode Island.

RI AnchorHome is a Community Deposit Program that leverages state deposits to support affordable mortgage products offered by participating local financial institutions. Through this innovative model, when a qualifying borrower is approved for a mortgage through Centreville Bank or another participating lender, the State of Rhode Island deposits matching funds into an account at that same institution, helping unlock more accessible lending opportunities.

This program provides significant benefits for first-time homebuyers purchasing a primary residence in Rhode Island, including:
  • 30-year fixed-rate mortgages at an interest rate of 3.99%, subject to market conditions
  • No private mortgage insurance (PMI)
  • Support for down payment and closing cost assistance
  • Mandatory homeownership counseling to promote long-term financial success
“Being anchored in community means investing in what matters most: people, families, and their futures,” said Hal Horvat, President, CEO, and Chairman of the Board, Centreville Bank. “Centreville Bank is proud to be a partner in the creation of the RI AnchorHome Program. This initiative is another major step toward making homeownership attainable, supporting first-time buyers, and contributing to stronger, more resilient communities.”

Treasurer Diossa announced the program alongside Governor Dan McKee, Senator Jake Bissaillon, Representative Steve Casey, and leaders from participating financial institutions, including Centreville Bank, at the Rhode Island State House Library.

RI AnchorHome is going to help hundreds of Rhode Islanders finally achieve their dream of owning their home,” said Treasurer Diossa. “When we invest in housing, we invest in the future of Rhode Island.”

Centreville Bank is proud to support this effort and remains committed to advancing mortgage accessibility, financial empowerment, and community reinvestment across Rhode Island.
